What is a state? A state establishes a tax and power makes undue profit. This is power. * Power meddles with a form in this way, and they get an unearned income. This is a universal law of the mankind for 7000 years. * Or power is violence and is vice. Because the justice is requested of this, society, it itself is rotted.
